Abstract

With only a few weeks remaining before Maine's 2023 Referendum election, Mainers appear set to reject Question 3, which proposes to create a publicly-owned utility, the Pine Tree Power Company. Majorities support Question 4 on automotive right to repair and Question 2, which concerns campaign finance and corruption. A smaller majority support Question 1, a measure some argue is designed to make Question 3 difficult to implement if it were to pass. Few Mainers say they have heard much or have a solid understanding of Questions 5 through 8, with many indicating that they are unsure how they will vote on these questions.
