This paper encompasses the challenges and development of four different locations that have
been notably leading the FOWT industry. These areas are China, California, Ireland, and Maine. Their obstacles through the permitting cycle and civilian pushback are noted, along with the production and current phases of each location. Furthermore, certain lifecycle phases within of FOWT have been studied in additional sites and will be discussed. In particular, the construction phase, use stage, and end of life. These studies were conducted to optimize the current situation attempting to make it more feasible for industry. Finally, conclusions will be made regarding which of the four locations would be most preferred and what should be included to create the most ideal farm.
