Author’s Note: This paper reflects the work I completed for my Ph.D. Dissertation (“The Planner’s Image: The Impact of Expertise On Development Planning and Policymaking,: Department of Political Science, University of Colorado -Boulder, 1974). The date of this paper is April, 1973, when I was still a graduate student at the University of Colorado. However, the affiliation notes that I am an assistant professor at Emporia State — a position I held from 1974-1976. The reason for this discrepancy is perhaps related to my presenting the paper again at Emporia at a seminar of papers that would collectively be published as part of The Emporia Research Studies, and I changed the cover sheet. See “Blaming the Planner: An Alternative Explanation of Development Program Failure,: The Emporia State Research Studies, 24, no. 4, Spring 1976.
