Abstract

Production of this first issue of the IEEE JOURNAL OF OCEANIC ENGINEERING for 2006 has been delayed while we addressed quality control issues reported by several authors in the galley proofs of their manuscripts. Concurrently, we have been streamlining the path taken by manuscripts from initial submission to publication, using a new online manuscript management system described below. Nonetheless, the quality of this JOURNAL is defined by the quality of the papers we publish, which is achieved through the combined efforts of authors, the JOURNAL’s Editors and staff, and the IEEE editorial staff. Therefore, I shall begin by recognizing outgoing and incoming Editorial Board members
